Recently the CRA education committee has been tossing around ideas about a recognized training program for the roofing industry. Although we will not be hearing back from DORA until October, regarding state licensing, an officially recognized training program could nicely compliment state licensing. Please note this program would not be mandatory. Similar to the goal of state licensing the implementation of a certified training program would be to elevate our industry by providing a cost effective training method and a greater understanding of many aspects of the roofing trade. I think many of us would agree that a substantial amount of problems we see on a day to day basis could be fixed if people had a better knowledge of the industry. A training program would not be able to fix all knowledge related problems but if a general knowledge can be provided as a basis it could provide people the ability to divert more time to the particulars.

A good candidate for providing an officially recognized program is CITC. CITC is a non-profit organization located in Denver which holds training courses in the construction trades. CITC currently has classes for carpentry, pipefitting, mechanical, plumbing, and electrical contractors. As you probably noticed roofing was not mentioned. Although roofing is not currently part of their curriculum CITC is willing to add on curricula if there is enough interest. Being that they do not currently offer roofing this could be both an opportunity and a lot of work. On the opportunity side a program could be custom tailored by interested parties but it would present a daunting task to develop an entire curriculum.

The programs currently in place at CITC are six months in duration requiring four hours per week and a minimum of sixteen attendees. They are offered once per year in the fall. The courses cost approximately $700 plus books and incidentals. Companies sending the attendees absorb the cost of the classes and incidentals. Some companies pay the employee for the attendance time and some do not. The attendees are also eligible for college credit. My guess would be that this particular type of program would be geared towards existing employees wishing to further their careers in the roofing industry.

As I mentioned the previous program would probably be good for existing employees but what about new employees filling an installation position? I spoke to one of the representatives from CITC and we spit-balled some ideas about a roofing installation boot camp. Such a program could not be offered so infrequently because when we need installers we usually need them now. The idea would be a one week boot camp held every month for one week. Again a certain number of attendees would be required to make the program work. This is a total guess based upon their six month program but I would say the cost should not exceed $500 for the week. Also theoretically they could have a 10hr OSHA certification during that time as well. Again several things need to be determined for such a program especially since it is significantly less time. What type of roofing will the curriculum focus on, a little of everything or a lot of one particular aspect? Will the classes consist of hands on real world situations or more manufacturer oriented information?

On August 9th the CRA education committee will be visiting the CITC facility to look at their program and gain a better understanding of what they have to offer. The 28th Annual CRA Golf Tournament is sold out as of July 23rd!

This is a first and we are excited to be in this position. A waitlist has been started. For those of you signed up to play, we ask that you let us know as soon as possible if you or anyone else on your team will not be playing. We have several members who can fill their spot.

Division of Play. We have also made a change to the tournament format. Seventy-five percent of you signed up as a team and only a quarter in the open division. For this reason we have changed the format back to one division and one prize bank. We will be paying 1st to 5th Place and a prize for the last place team. In addition, we will have Closest to the Pin-Men, Closest to the Pin-Women, Longest Drive-Men, Longest Drive-Women and longest putt prizes.

Contests. Players will have several chances to win other on-course prizes. The Putting Challenge, sponsored by United Asphalts, will offer a 10ft putt. Make the putt and you will be entered into a drawing to win a new putter. Instead of the Ball-In-Circle contest, we will instead do a Ball On the Green on one of the Par 3s. Hit the green and win a sleeve of golf balls. On this same Par 3, we'll be holding the Hole-In-One competition, sponsored by Moody Insurance Agency. Make a hole-in-one and win a Harley! At the second Par 3 will be a Golf Hat giveaway sponsored by Proforma. Players choose the color of the hat if they hit the green; if someone else in the foursome hits the green, that person chooses for the others who missed; and if all miss, Proforma will choose the color of the hat for them!

Photos. Building Product Sales is sponsoring a photograher to take group photos on the course. Make sure he get's a photo of your foursome!

July 30 Membership Lunch on Proper Use of Fall Protection a Success!

Each day in the United States, 3 people DIE from falls.

CRA wants to keep our members safe and make sure we're not included in this statistic.

Over 60 members turned out to attend our summer membership luncheon on July 30, 2010 at the Denver Merchandise Mart Show Room. Blaine Pettit of Guardian Fall Protection gave a great presentation on the Proper Use of Fall Restraint and Fall Protection Systems. A topic very relevant to our industry and well worth everyone's time!

Blaine's presentation took the audience through an attention grabbing presentation starting with an overview of the research and data on falls. Most occur on Monday, the majority of them in the morning and on scaffolds or roofs and the largest percentage of fatality victims were not using any type of fall protection. He ran the group through OSHA's regulations with a vital reminder that it is the employer's responsibility to know the rules and to make sure the crews know them too! Have a Fall Protection/Safety plan. Be sure it includes a rescue plan. A recent OSHA case found that "We Called 911" doesn't work unless it's written into the plan.

Coming soon from OSHA will be a new definition of "competent person." If your "competent person" only speaks English and you have Spanish speaking employees on the crew the new law will define that he is not competent.

Blaine had several different harnesses and a variety of fall protection gear that he demonstrated -- noting the difference between a cheap system and a quality one. He also went through different OSHA violations and reviewed the fine amounts. A new trend in roofing is Horizontal Lines. The key with these are to make sure the anchors are correct and absorb the proper amount of energy depending on the weight, size and number of members in the crew using the line. Idealy, they should hold in excess of 5,000lbs!

Overall, members enjoyed Blaine's seminar and felt that he was very informative and did a great job of keeping the audience's attention. Good visuals and we thank our harness demonstration volunteer. We're positive he did not know what he was in for when he said "sure.".

CRA WC Safety Group . . . Pinnacol Continues to Put Money Back Into the Hands of Policyholders

For the sixth consecutive year, Pinnacol Assurance issued a general dividend to their policyholders. This year, $47.5 million was given back to more than 52,000 qualifying businesses throughout the state - roughly 86 percent of policyholders.

ITEMS TO NOTE . . . FROM ACROSS THE NATION

The economy may be entering a period of long, slow growth, but the roofing industry has yet to feel the effects. Consider:

  • Construction employment fell by 22,000 jobs in May to its lowest level since 1996.
  • Gains from a year ago in construction, according to the Census Bureau, increased primarily only in categories benefiting from stimulus funds: public transportation, sewage and waste disposal, and federal construction projects.
  • According to the Bureau of Labor Statistics, the producer price index for roofing work on nonresidential buildings fell 2 percent from 2009, an indication of falling bid prices.
  • The weighted average for materials used in all types of construction plus items consumed by construction contractors (such as diesel fuel) was 4.2 percent higher than 2009.
  • The lone statistical bright spot has been housing starts, but they are increasing from historic lows that were one-third of what they were just five years ago.

Meanwhile, the folks in Washington, D.C., just keep piling on. Following are just a few of the legislative issues NRCA has been working on.

The House Education and Labor Committee has approved a bill called the Miner Safety and Health Act of 2010, which includes increased civil and criminal penalties for the Occupational Safety and Health Administration (OSHA), expanded whistleblower protections and mandatory abatement of hazards. NRCA opposes the legislation, and though it is likely to pass the House this year, it will have a much more difficult time in the Senate.

The House narrowly passed the DISCLOSE Act, legislation written to restrict the political activities of businesses and associations through excessive disclosure and other requirements. The bill is widely supported by Democrats but opposed by all 41 Republicans in the Senate, enough to sustain a filibuster.

Congress also is considering a $30 billion proposal to provide more credit and tax breaks to small businesses, including increasing limits on expensing assets put into service in 2010 and 2011 to $500,000; reinstating the bonus depreciation for 2010; and allowing for some improvements in real estate to be expensed, principally for restaurants and retail stores.

Finally, NRCA is part of a larger coalition working to restore the estate tax to a more reasonable level when it reappears in 2011. A bill co-sponsored by Sen. Kyl (R-Ariz.) and Sen. Lincoln (D-Ark.) calls for a 35 percent tax rate with a $5 million exemption, indexed annually for inflation and phased in over time.

And on the regulatory front:

  • NRCA sent a letter to David Michaels, head of OSHA, urging the agency to retain the use of slide guards as an option on roofs with slopes up to 8:12. An NRCA survey shows more incidents of accident and injury when personal fall-arrest systems are used than when slide guards are used. Primary causes are tripping over lanyards, poor anchor attachment, and incidents where workers unhooked themselves from anchor points and fell.
  • The Environmental Protection Agency (EPA) has announced it will not take enforcement action on its Renovation, Repair and Painting Rule involving lead paint until Oct. 1. The rule remains in effect, however. In addition, EPA has issued an Advanced Notice of Proposed Rulemaking that would extend the provisions of the rule to most nonresidential buildings, as well.
  • In June, three federal agencies released interim final rules governing the determination of how health care plans in existence on the date of enactment of the new health care law can maintain "grandfathered" status and avoid the law's full effects. NRCA will submit comments in an effort to make these regulations as practical as possible for employers—especially small-business employers.

NRCA and the Center for Environmental Innovation in Roofing have announced the launch of their newest initiative—the Roof Integrated Solar Professional (RISE) program. The program's primary purpose is to certify individuals responsible for the installation of rooftop photovoltaic (PV) systems. A new website, www.riseprofessional.org, is now operational and contains information about the program, as well as a candidate handbook. The plan is to offer the first certification examinations the week of Dec. 6 with additional examinations held during the International Roofing Expo® in February 2011 in Las Vegas.

Information is enclosed with this issue about our Future Executives Institute, one of the most popular educational programs NRCA has ever offered. The program, which is offered in cooperation with Northwestern University's Kellogg School of Management in Evanston, Ill., is designed for senior managers of roofing contracting firms who are likely to assume positions of key leadership. The National Roofing Legal Resource Center (NRLRC) has announced plans for its annual seminar, which will be held Nov. 4-6 in San Antonio. Topics include understanding the new health care insurance law; problems, claims and litigation resulting from moisture trapped in roof assemblies; fire, wind and electrical code developments with vegetative and PV roof systems; and a summary of recent roofing and construction cases and court decisions.

Fall-protection module is available in Spanish

NRCA University has made available in Spanish the first module of Fall Protection for New Roofing Workers, which is a newly developed, online training program designed for roofing and construction workers that provides introductory safety training addressing fall-hazard identification and remediation. NRCA and the Center for Environmental Innovation in Roofing have launched Roof Integrated Solar Energy Inc., an entity created to provide a means of evaluating and certifying solar roofing professionals to support the widespread use of rooftop solar energy. Click here for full story.
