The
feel of fall is definitely in the air although with all the rain
and cool temps it feels like we never had a summer. Fall brings
back to school, football, maybe a pennant run and of course the
CRA Golf Tournament. Thanks to all the participants and sponsors
and to the Golf Committee for again putting on a fine tournament.
On the football front it sure looks like our Broncos pulled of
the worst trade since the Red Sox sold pitcher (that's right,
pitcher) Babe Ruth to the Yankees. I wonder if we'll have the
"Jay Cutler Curse" for the next 100 years too. Let's
not forget about the Rockies, 10 games back in June to leading
the wild card - who woulda thunk it!
It was impossible after his death last week to not hear about
the life and times of Ted Kennedy. Love him or hate him, he was
as influential as any senator this country has ever had. I spent
some time checking out the Kennedy family looking at photos and
Google Earthing the Kennedy Compound of Cape Cod. I can understand
why so many people had an infatuation with them given their looks,
power and affluence. The price this family paid for power was
so high, losing two sons to assassination after already having
lost another brother in World War 2. Ted never overcame his fatal
decision at Chappaquiddick and that incident will perhaps be
more recognizable than anything he achieved in politics. Had
Ted not been a Kennedy he likely would have spent a good portion
of his life in prison. I wonder if Joe Kennedy Sr. would have
pushed his children so vehemently into the life of power politics
had he know the costs.
I hope all of you steep roof contractors all are getting some
rest. I know it's busy when several of you tell me that you had
roofs to measure after the CRA golf tournament. Now that's dedication.
I am personally energized by the amount of work that is going
on and much prefer being too busy than too slow. Let's keep our
fingers crossed for a dry fall and winter.
Remember it's never too early to get your job of the year
project submissions put together, keep taking those pictures.

Hail Update: CRA Radio
Campaign Educated Homeowners.
As we reported last month, the CRA ran a radio campaign in
August to educate homeowners and to let them know they need to
be patient, take their time and warning them about out-of-state
companies, "TRAVELERS" and the tactics they use. The
ads directed listeners to www.coloradoroofing.org
where they found helpful information and a list of members. We
are pleased to say that our message was received and CRA website
visits increased by 185% in August.
City of Arvada - Special
Storm Requirements went into effect on 8-15-09.
The City of Arvada has declared special requirements for the

Littleton City Council
Waives Building Permit Fees to Help Homeowners.
The Littleton City Council approved a resolution August 18
designed to help homeowners during this tough economic time by
waiving building permit fees for selected home improvement projects.
The projects eligible for the program are those for which
the permit does not require an extensive plan review. This may
include: sheds, decks, patio covers, detached garages, electric
service changes, water heaters, furnace and air conditioner replacement,
re-roofing and siding permits. The program will
run from October 15 to November 16, 2009. The permits
will expire in one year. If an extension beyond one year is requested,
the full permit fee will be assessed. The program is limited
to City of Littleton permit fees and does not include building
use tax (.01575 of the total valuation) or the Arapahoe County
Open Space Tax (.25 percent).

The Roofs to Roads project, now in its 8th month of operation,
wants to extend a big thank you to all of our participating roofers!
We have collected over 5,000 tons of shingles so far - over 10
times our initial goal of 500 tons!
Shingle recycling is free for all participating roofers
through 2009!

hold vegetative roof systems conference in Denver on Oct 14
Vegetative Roof Systems for Roofing Contractors: Your Rewards,
Responsibilities and Risks - Oct 14
NRCA University will be offering a vegetative roof systems
course in Denver Oct. 14. Vegetative Roof Systems for Roofing
Contractors: Your Rewards, Responsibilities and Risks was designed
for anyone interested in learning how to properly install, design
and maintain vegetative roof systems. This course is beneficial
to your membership, and I am asking for your help with letting
roofing professionals in your area know about it.
Some of the topics covered in this course include vegetative
roof system terminology, benefits, waterproofing membranes and
construction details, growth media and vegetation, code compliance,
and business and legal issues associated with vegetative roof
systems. This is a unique opportunity to interact with some of
the roofing industry's most respected technical experts, including
Mark S. Graham and James R. Kirby of NRCA's technical staff,
and Kelly Luckett, an industry expert specializing in environmental

CRA Golf Tournament
Highlights
Despite our extremely busy summer, many of you managed to
take some R&R time and head out for a round of golf at the
CRA Golf Tournament on August 21st. We had 128 players and could
not have asked for a more beautiful Colorado day!
First, a BIG thank you to the 27th Annual Golf Committee for
all their hard work and a great day of golf. Dave Rueter,

Beyond Organizational Tripups" - An article on Slips, Trips
& Falls.
For many in Safety, there's little more indicative of cultural
slippage than the problems of slips, trips, and falls. You know,
the things that seemingly happen every day. Typical response
is to try engineering all hazards out or adjuring people to "Pay
Attention!" Evidence shows the first approach is impossible
because people cross uncontrollable surfaces or even wind up
slipping or tripping on minor imperfections. And the "pay
attention" approach often winds up being empty words.

ITEMS TO NOTE . . . FROM ACROSS THE NATION
Congress, thankfully, has been on recess for much of August,
but NRCA is expecting a busy September in Washington, D.C., as
a number of important issues remain on the agenda. Here's our
take on things:
- The Employee Free Choice Act (or "card check")
is stalled in the Senate in its current form. The current form
eliminates secret-ballot elections and imposes mandatory binding
arbitration if a contract isn't agreed to 90 days after a certification.
The concern is that compromise language may be offered-maintaining
elections but speeding up the process, for example. We are heartened
by comments made to us by Sen. Blanche Lincoln (D-Ark.) who said:
"We don't need a compromise; we need an alternative.
- The Senate is highly unlikely to pass the full-blown climate
change bill that passed the House earlier this year. Four Democratic
senators have voiced their concerns about the measure, including,
again, Sen. Lincoln. There is some chance an energy bill will
be considered that does not include the onerous carbon "cap
and trade" provisions that are in the House-passed bill.
- Health care reform is clearly anyone's guess, but there now
appears to be some movement to use a "two-bill" approach:
one to deal with coverage issues, the other with a public plan
option.
One measure NRCA thinks will get attention this year is the
estate tax because without any action, it will expire in 2010
and then revert to higher tax rates and lower threshold levels
in 2011. Best guess: a $3.5 million threshold and 45 percent
tax rate.
And the issue of immigration reform is back on the table.
Although NRCA doesn't expect a bill to emerge any time soon,
there are some interesting developments to report:
- For the first time in recent memory, the government has announced
it will still accept applications for H-2B visas through the
end of the government's fiscal year on Sept. 30. The annual cap
for these visas is 66,000; only 40,640 had been issued through
Aug. 6. H-2B visas are the most commonly used for construction
workers.
- On Aug. 19, the Department of Homeland Security formally
proposed to rescind the "no-match" rule proposed by
the Bush administration in 2007 and 2008. We consider this to
be a solid victory; NRCA was one of the litigants in a case brought
to block implementation of the rule and its cumbersome employer
mandates.
- A recent study published by the Cato Institute ("Restriction
or Legalization? Measuring the Economic Benefits of Immigration
Reform") concludes legalization of low-skilled immigrant
workers would yield significant income gains for U.S. workers
and households. Why? Among other things, the study says, immigrants
don't take jobs from American workers; they take jobs American
workers don't fill.
Effective Friday, July 24, the federal minimum wage was raised
from $6.55 to $7.25 per hour. Although this doesn't affect many
in our industry, some companies do have provisions about paying
employees minimum wage for driving time. If that's the case,
be sure your payroll department has made the necessary changes.
NRCA's newest technical publication is The NRCA Guide to Roof
Coatings, Second Edition, which offers an objective discussion
about the application of roof coatings, where they can be used
most effectively and what preparations are necessary for their
successful performance. The price is $55 for members and $110
for nonmembers. You can order the manual through NRCA's online
bookstore: shop.nrca.net.

deadline is Sept. 18
